Penny's Law
On the evening of May 3, 2025, Penny, a Chihuahua, was attacked by two pit bulls near Columbus Avenue and West 85th Street in Manhattan. The incident, captured on video, shows bystanders attempting to intervene.
This incident has highlighted significant gaps in New
York City's laws regarding dog attacks. Currently, dogs are considered "property" under the law, which means when a dog attacks another dog, it's treated as a civil matter rather than a criminal one, even when the attack is severe or the owners are negligent.
State Assemblymember Jenifer Rajkumar has announced she is drafting "Penny's Law," which would criminalize negligent dog handling in cases of attacks, make leaving the scene of a dog attack a crime(similar to hit-and-run laws), and crack down on owners who let their dogs off-leash illegally.City Councilmember Gale Brewer is also exploring legislative solutions to better protect pets and hold negligent owners accountable.
